Havant does not collect food waste every week. Weekly food caddies started in parts of the borough from April 2026, beginning with a pilot, and are due to reach all households later in the year. On the round, food is collected weekly on the same day as rubbish and recycling, and sent for anaerobic digestion with Portsmouth City Council. Homes not yet notified still use the black bin for food. Glass and hard plastics are still not in the kerbside recycling bin.
Garden waste is a paid-for service. For 2026/27 a standard 240 litre brown bin is £92.48 and a smaller 140 litre bin is £63.10. The bin itself is not charged for and stays the council's property. A property can have up to three 240 litre bins and up to two 140 litre bins. Cancel within 10 working days of paying for a refund; after that there is no refund. There are 25 collections a year, every two weeks, with a break at Christmas and New Year. The subscription runs from 1 April, or from the payment date if later, until 31 March. Subscribe by 15 March 2026 if you need the bin in place for 1 April 2026. Later sign-ups can take up to 15 working days. Only a council bin with a permit sticker on the handle side is emptied.
Report through the customer portal. You can log a miss only when the calendar shows the collection as closed-complete and the crew has not already recorded a problem. A bin tagged as too heavy or contaminated is not returned for. If the status is not started, the round has not reached you yet. Rescheduled days show on the same calendar. Environmental services, including waste, are delivered by Norse South East. Bins must be out, lid flat and closed, by 7am. Report by 4pm the next working day. The crew aims to return within two working days. If a revised day is also missed, use the contact form within 24 hours.
The overview page said, when read, that collections and bin deliveries were delayed by staff absence and a national shortage of HGV drivers, and that a rescheduled collection is usually done within 48 hours. New bin deliveries may take longer because collections come first.
One black bin is collected unless an extra bin has been authorised. A household of five or more people living there permanently, or someone with specific medical needs, may qualify. Excess rubbish beside the bin is left. Excess recycling in a clear sack or a cardboard box is taken if it is clean and dry.
Hard plastics cannot go through the Portsmouth materials recovery facility, so pots, tubs and trays are collected separately by Biffa and sent to a UK reprocessor. Soft plastics such as film and bags are directed to supermarkets. A new facility is being built that the council says will take a wider range of plastics.
Kerbside recycling from Hampshire goes to materials recovery facilities in Portsmouth and Alton. Non-recyclable waste from homes in Hampshire goes to energy recovery facilities at Marchwood, Chineham and Portsmouth.
